2. การศึกษาทัศนคติของนักบัญชีต่อการมีมาตรฐานการบัญชีสำหรับกิจการขนาดกลางและขนาดย่อม >> โดย นิธิดา สกุลจิตจินดา, ดร.เสาวนีย์ สิชฌวัฒน์กิจการขนาดกลางและขนาดย่อม (Small and Medium-sized Entitles, SMEs) ถือเป็นรากฐานที่ล้ำค่าของงระบบเศรษฐกิจไทย แต่ปัจุบันประเทศไทย ยังมิได้มีการจัดทำมาตรฐานการบัญชีเฉพาะสำหรับ SMEs จากการที่พระราชบัญญัติการบัญชี พ.ศ. 2543 กำหนดให้กิจการทุกขนาดจัดทำบัญชีตามหลักการบัญชีที่รับรองทั่วไป เป็นผลให้ SMEs มีต้นทุนในการปฏิบัติตามมาดรฐานการบัญชีไม่คุ้มค่ากับประโยชน์ที่ได้รับจากการจัดทำรายงานทางการเงิน ด้วยเหตุนี้เอง ทำให้มีแนวคิดที่จะพัฒนามาตรฐานการบัญชีสำหรับ SMEs โดยเฉพาะขึ้นมา ซึ่งขณะนี้ คณะกรรมการมาตรฐานการบัญชีระหว่างประเทศได้จัดทำร่างมาตรฐานการบัญชีระหว่างประเทศสำหรับ SMEs ประกอบกับ สภาวิชาชีพบัญชีอยู่ในระหว่างการจัดทำมาตรฐานการบัญชีดังกล่าวเช่นกัน ดังนั้น งานวิจัยนี้ ได้จัดทำขึ้นเพื่อทราบแนวคิดของผู้ทำบัญชีสำหรับการมีมาตรฐานการบัญชีสำหรับ SMEs เพื่อเป็นแนวทางในการพัฒนามาตรฐานการบัญชีดังกล่าวให้เหมาะสมและสอดคล้องกับความต้องการของผู้ปฏิบัติต่อไป ตัวอย่างที่ใช้ในการศึกษาได้แก่ ผู้ทำบัญชีในเขตกรุงเทพมหานครและปริมณฑล ผลปรากฏว่า ผู้ทำบัญชีส่วนใหญ่เห็นด้วยกับการมีมาตรฐานการบัญชีเฉพาะสาหรับ SMEs โดยเฉพาะ แต่ควรให้เป็นทางเลือกมากกว่าที่จะบังคับใช้ สำหรับ SMEs ที่มีความพร้อมควรอนุญาตให้ใช้มาตรฐานการบัญชีฉบับสมบูรณ์ได้ The small and medium enterprises (SMEs) are the important foundation of Thai economy. In 2000, The Accounting Act B.E.2543 was issued requiring all business entitles prepare accounting in accordance with the generally accepted accounting principles. This imposes burden to SMEs since cost-benefit is not justified. The accounting standard for SMES is called for. in the mean time, The International Accounting Standard Board has developed the accounting standards for SMEs, and Thailand is also in the process of developing Thai accounting standards for SMEs. This paper investigates the accountants opinion about the application of accounting for SMEs in Thailand. The main objective of the study is to give the guidelines to the parties concerned in developing the accounting standards for SMEs in Thailand practical for the accounting preparers. The samples are the accountants in the metropolitan area. The results show that most samples agree to have “accounting standards for SMEs”. However, these new standards should be applied on voluntary basis as the alternative method. The full IFRS can still be used by the SMEs if they prefer
